Rural Opportunity Zone (ROZ) county in Kansas and is authorized to offer one or both of the following financial incentives to new full-time residents: Kansas state income tax waivers for up to five years and student loan repayments up to $15,000 over 5 years.  Applications can be made on the Kansas Commerce website

What is ROZ Student Loan Reimbursement Assistance?

  • ROZ Student Loan Reimbursement Assistance is administered By Kansas Department of Commerce (KDC)

  • Partners with Counties, Cities, Employers, and Foundations

  • Provides up to $15,000 in Student Loan Repayment Assistance over 5 years

You May Be Eligible for ROZ Student Loan Reimbursement Assistance

  • You must have a newly established permanent address in a participating county (see map above), so long as that address was established after the county began participating in the program. 

  • Applicants must have an active student loan balance in their name, as well as an associate’s, bachelor’s or post-graduate degree prior to moving to the participating county.

  • To apply, you will need to provide proof of domicile in the ROZ County, proof of previous permanent residency (prior to earning your degree), transcripts with degree dates and student loan balance with distribution dates.

The Barber County Neighborhood Revitalization Program:
This plan is intended to promote the revitalization and development of the County of Barber by stimulating new construction and the rehabilitation, conservation or redevelopment of the area in order to protect the public health, safety or welfare of the residents of the county by offering certain incentives which include tax rebates.
Neighborhood Revitalization Plan Examples of How Tax Rebate Works:
1st year- Rebate would be100% of the real estate taxes paid. 2nd year- 80% 3rd year- 80% 4th year- 60% 5th year- 60%. 
A minimum of $10,000 must be invested 
An upfront, non-refundable application fee will be charged by the appraiser’s office to cover office time and administration. 
Rebates will apply to rehabilitation of existing structures, additions to existing structure and new construction.
Rebates will apply to all residential, commercial, and agricultural structures with few exceptions yet to be determined.
